The Centrelink Box Hill project was delivered within a fully operational government facility, requiring construction activities to be carefully coordinated around the site’s daily operations. Maintaining business continuity, public safety and building accessibility was a primary consideration throughout the project.
Project delivery was influenced by several operational constraints, including:
- Strict daytime noise restrictions that limited the use of conventional installation equipment.
- Continuous public access requirements, with the facility remaining open throughout the construction period.
- High pedestrian traffic surrounding the building, requiring controlled work zones and clearly defined exclusion areas.
- Restricted site access, limiting material handling, equipment movement and rooftop logistics.
- The need to maintain normal building operations without disrupting staff or public services.
To address these challenges, Melbourne Energy Group developed a detailed construction methodology prior to commencing works. Activities generating elevated noise were scheduled outside standard operating hours, while specialised low-noise equipment was utilised wherever practical to minimise disruption.
Material deliveries, rooftop access and installation sequencing were carefully coordinated to maximise productivity within the available work windows.
Comprehensive site safety planning, pedestrian management and communication protocols were implemented throughout the project to ensure the safe movement of contractors, building occupants and members of the public.
Despite the operational complexity of the site, the complete installation was successfully delivered within a five-day on-site construction program.
The successful delivery of this project demonstrates Melbourne Energy Group’s capability to execute commercial solar installations within complex operational environments where safety, stakeholder coordination and programme management are critical to project success.
